Warm Homes Plan

What It Means for Welsh Households in 2026 and How to Prepare Now

The UK Government’s new Warm Homes Plan is one of the biggest home‑upgrade programmes in decades. With £15 billion committed to cutting energy bills, improving comfort, and lifting families out of fuel poverty. Up to 5 million homes across the UK are expected to benefit by 2030, including thousands here in Wales.

For Welsh homeowners, tenants, and landlords, this plan represents a major shift in how energy‑efficiency support will be delivered. Below is a clear breakdown of what’s coming, what’s available now, and how you can get ready.

What Is the Warm Homes Plan?

The Warm Homes Plan is a UK‑wide programme designed to:

  • Cut household energy bills permanently

  • Upgrade millions of homes with modern, low‑carbon technologies

  • Lift up to one million families out of fuel poverty by 2030

  • Support low‑income households with fully funded upgrades

  • Offer low‑ or zero‑interest loans to all households for solar, heat pumps, batteries and insulation

This is backed by £15 billion of public investment, including allocations for Wales.

What Upgrades Will Be Available?

Under the Warm Homes Plan, households may be able to access:

  • Solar panels (PV and thermal)

  • Solar battery storage

  • Heat pumps (air‑source, ground‑source, and air‑to‑air)

  • Home and heat batteries

  • Smart heating controls

  • Insulation (wall, floor, roof)

  • Draught‑proofing

These upgrades are designed to reduce bills long‑term and support the UK’s transition to cleaner energy.

What Support Will Welsh Households Receive?

1. Fully funded upgrades for low‑income households

Low‑income and fuel‑poor households may receive free packages of upgrades, tailored to their home. For example, solar panels with battery storage or insulation.

2. Low or zero‑interest loans for everyone

All households, regardless of income, will be able to apply for government‑backed loans to install:

  • Solar panels

  • Heat pumps

  • Batteries

These loans sit alongside the existing £7,500 Boiler Upgrade Scheme for heat pumps.

3. Support for renters and landlords (speak to us about our landlord specific information)

New protections will require landlords to upgrade cold, damp or inefficient homes, with funding available to help them meet standards.

The UK‑wide Warm Homes Plan adds new funding streams, loans, and technology options that will complement Wales’ existing support (Green Homes Wales).

When Can People Apply?

Low‑income grants - These are already available through existing Welsh schemes and will expand as the UK‑wide plan rolls out.

Loans for all households -The UK Government will release details on how to apply for low‑ or zero‑interest loans later in 2026, following consultation with lenders and consumer groups.

Full rollout - The Warm Homes Plan is expected to scale up through 2026–2027, with major delivery from 2027 onwards as supply chains stabilise.

Who Will Benefit Most?

Households are likely to benefit if they:

  • Have high energy bills

  • Live in older homes (pre‑2000)

  • Have an EPC rating of D–G

  • Use oil, LPG or electric heating

  • Experience cold rooms or damp

  • Are low‑income or vulnerable

How Can You Prepare Now

1. Check your EPC rating

If you don’t know it, you can look it up or get a new assessment.

2. Understand your home’s needs

Cold rooms? High bills? Old boiler? These will influence what support you can access.

3. Gather basic information

Most schemes will ask for:

  • Property type

  • Heating system

  • Household size

  • Income‑related benefits (if applicable)

4. Register interest early

Schemes often operate on a first‑come, first‑served basis once funding windows open.
